1. Drill through the two rivets fastening the U-bracket to the luggage rack with a 3/16" bit.

 

 

 

 

 

2. Drill two new 1/4" holes through luggage rack 2-1/4" forward of old holes

 

 

 

 

3. Drill U-bracket legs from 3/16" holes to 1/4". Install 1/4" 28 Allen bolt and lock nut through one side of rack and bracket.
Bend bracket to reach other side of rack then install 2nd Allen bolt. Now install luggage rack to backrest and U-bracketto the top of license plate mount.
